Governance, Knowledge, and the Crisis of Fragmentation: Moving from Reform to Perception

Despite unprecedented advances in science, systems thinking, complexity theory, public policy, and institutional reform, humanity continues to face deepening crises of inequality, ecological breakdown, conflict, and governance failure. This seminar examines whether these crises reflect limitations not merely in policy design, analytical frameworks, or implementation, but in the structure of perception from which knowledge and action arise.
Modern governance operates through fragmentation, dividing reality into separate domains such as the economy, the environment, and society, while the observer remains psychologically separate from the system being governed. This division shapes institutions, policies, and reforms, often reproducing the very fragmentation they seek to resolve. Drawing on recent work in consciousness studies, governance theory, systems thinking, and complexity science, this seminar explores the relationship between perception, knowledge, and governance and its implications for leadership, institutional functioning, and public policy.

- Devesh Gupta is an educator, author, and founder of Emerge, an initiative exploring the relationship between consciousness, governance, and public policy. He is the author of Eternal Movement and Governance Without the Self: Consciousness and the End of Fragmentation, Systems, and Complexity. His forthcoming book with Emerald Publishing, From Fragmentation to Wholeness: Spirituality, Awareness, and the Future Beyond the SDGs, examines the role of perception in sustainable development and governance. He serves as Vice President of the Spirituality, Science and Public Policy Network and Director of Education and Youth Initiatives at The Dais, where he works on leadership, education, and governance initiatives internationally.
